Divine Providence, which rules and governs all creatures, has special tenderness for man, endowed as he is with an immortal soul.
Just as a good head of a family cannot, because he never should, abandon his wife or his children, so too God, infinitely good, who created us by a free act of love, cannot abandon us.
This is what history and experience demonstrate.
É o que a história e a experiência demonstram.
What tender care the Lord showed towards the chosen people, at times so ungrateful and unfaithful!...
How He defended them from their enemies; how He kept them in the worship of the true religion, in spite of their idolatrous tendencies! How, even in His punishments, He shows Himself a tender and loving Father!...
When the blessed hour of the Redemption arrived, the very Son of God came down from Heaven to earth, took on human nature and died on the Cross to redeem and save us!...
The Lord willed to associate His Holy Mother with this work of Redemption and Salvation.
Let us recall the agony on Calvary.
Relembremos a agonia no Calvário.
Jesus, like a father who spends his life working for his children, had given us everything without measure and without reserve.
He had given us His doctrine and with it light and life. He had given us grace and with it forgiveness and resurrection. He had instituted the sacraments – so many means of sanctification. But His love is not yet satisfied.
Now that He is about to die, He wishes to dispose of what remains to Him; to dictate His testament.
But He has only His good Mother...
It is she whom He is going to bequeath to us!
É essa que nos vai legar!
How solemn is that moment!
Como é solene aquele momento!
All men are His heirs: the gentiles, represented by the Roman soldiers; the Jewish people, by the inhabitants of Jerusalem who had hastened there to witness His death; sinners, by the two thieves also crucified; and the just, by the Holy Women who accompanied Jesus as far as Golgotha.
And Most Holy Mary, the pure Virgin, treasure of Heaven and earth, the handmaid of the Lord5 – receives us as her children, begotten in the immense sorrows of Calvary!
Prostrate before Our Lady we cannot but say, like Holy Church, with the Christians of all times: Hail, Holy Queen,
*mother of mercy, our life, our sweetness and our hope, hail! To you
do we cry, poor banished children of Eve, to you do we send up our sighs, mourning
and weeping in this valley of tears! Hail!*
*mãe de misericórdia, vida, doçura, esperança nossa, salvé! A vós
Fulfilling the legacy of Jesus, there she is with the Apostles awaiting the descent of the Divine Holy Spirit, praying with the first Christians, sharing in their afflictions6.
And what a tender Mother she has been in every century!...
Even if it were possible to count the sands of the sea and the stars of Heaven, it would not be possible to enumerate the gifts that the Most Holy Virgin, the one full of grace7, has scattered upon souls.
Embora fôsse possível contar as areias do mar e as estrelas do Céu,
One need only look at the number of charitable institutions spread throughout the world, created under her protection; one need only count the innumerable churches raised in her honour – votive offerings of souls and nations grateful for her benefits...
And without going further, without leaving our beloved Fatherland, it is enough to point to the chapels, churches, monuments and memorials of glory raised by the faith of our fathers, so very many of them in honour of the beloved Mother of Heaven, Lady of the Portuguese land.
But it is above all in calamitous hours, when her children or the nations are about to founder, victims of their ingratitude and their sins, when, as the prophet says8, I called and you did not answer me, I spoke and you did not listen to me, that the voice of Mary is heard, calling men to penance, as at La Salette*, at Lourdes and lately at Fátima.
Of old, Jeremiah, threatening the Hebrews in the name of Jehovah9, exclaimed: in a moment I pronounce the decree of extermination upon a people and against a kingdom, to ruin it and destroy it to the roots. But if that nation does penance for the evils for which I threatened it, I myself will repent of the evil I had resolved to do to it.
This care and zeal of the Father in Heaven and of our Mother, coming to us to inspire us and speak to us, is the most natural thing there is.
For could we possibly admit that a good father would not speak to his son? That a mother would not have some tenderness for the one she carried in her womb and nursed?
entranhas e amamentou?
Sometimes it is the silent but no less persuasive language of a gesture from our father, the tear that springs spontaneously from the eyes of our
mother...; it is the prudent warnings and counsels that guide us on the path of duty; it is the smiles that encourage us and the threats that terrify us.
Which of us has not felt within himself the action of grace? Those good thoughts and holy inspirations that enlighten our intellect... those generous stirrings and pious impulses that spur our will to the practice of good?
It is God, the good Father in Heaven, who is speaking to us...
É Deus, o bom pai do Céu quem nos fala...
How often do these divine lights hold us back when we are about to slip into wrongdoing, turning us away from an occasion that would be our ruin?... How often do sadness and remorse make us ashamed of some act of our past life, and then, amid afflictions and tears, there arises the hope of regeneration, the luminous vision of the reward God promises to those who fight the good fight12 and persevere to the end?...13
All these are inspirations that the divine goodness grants us directly or through the blessed Mother of Heaven.
Besides these graces, which are granted to all for our spiritual profit, there are others granted more rarely to one soul or another, not so much for its own benefit as for the good of religion, of peoples, of nations, of a community...
Such are the gifts of miracles and of prophecy, and supernatural visions.
These graces, granted almost always only to saints, do not of themselves sanctify the person favoured with them, because holiness demands one's own effort, a continued cooperation; but they benefit the community, sometimes the whole world.
But since it is in man's nature to err, because his intellect is very weak and his knowledge most limited, Holy Church, never imposing visions as matters of Catholic faith, demands severe proofs before allowing us to believe in them, albeit with merely human faith, for our instruction and edification.
We must note that Holy Church is never in a hurry, especially in these delicate matters, however great the impatience of men may be.
She advances through the centuries with majestic slowness, assisted by the Divine Holy Spirit, conscious of her perpetuity, listening to everyone, weighing everything, in order to decide according to the most wise laws left to her by her Founder.
“By their fruits you shall know them. Do men gather grapes from thorns, or figs from thistles? A good tree cannot bear bad fruit, nor can a bad tree bear good fruit”16.
And He applies this same criterion to His divine Mission, saying17: “if I do not the works of my Father, do not believe me. But if I do them, though you will not believe me, believe the works, that you may know and believe that the Father is in me and I in the Father”.
To discern on which side the truth lies in visions, prophecies and other supernatural manifestations, we must examine the qualities of the persons favoured with them, whether they are moved by any material interest, whether the doctrine they present is or is not in conformity with the teachings of Holy Mother Church, whether the end that moves the seers is good and supernatural...
The considerations we have just made are pertinent to the well-known case of Fátima.
On 13 May 1917, three children of the parish of Fátima, in the vicariate* of Ourém, in this Diocese, were pasturing a small flock in a place called Cova da Iria, which was then deserted.
The eldest, Lúcia de Jesus, was 10 years old, Francisco nine and Jacinta sixa. The two younger ones were brother and sister, and the eldest was their cousin.
Estes eram irmãos e a primeira prima deles.
None of them could read or write.
Nenhum sabia ler nem escrever.
It was getting on towards noon, and the children, according to the custom of their region, prayed the rosary* of Our Lady.
The prayer finished, they were amusing themselves building a tiny house out of loose stones when, suddenly, a flash of lightning, of vivid and brilliant light,
a Jacinta was already seven years old. Jacinta's official date of birth is 11 March 1910.
a Jacinta tinha já sete anos. A data oficial do nascimento de Jacinta é 11 de março de 1910.
furrowed the sky. Although the sky was clear and cloudless, the children, fearing a thunderstorm, gathered the flock and were about to leave. But as they reach a point near the spot where the water fountains now stand, another flash of lightning blazes out and, a few paces away, standing on a small holm oak at the place where the tiny, humble Chapel of the Apparitions now stands, they see with amazement the figure of a Lady of incomparable beauty, clothed in a dress of the purest white; a mantle edged with gold covers her head and most of her body. Her face, of a heavenly, supernatural beauty, appeared serene, grave and clouded by a slight shadow of sadness. From her hands, joined at the height of her breast, hung a beautiful rosary ending in a cross.
From the whole figure, surrounded by a splendour brighter than the sun, beams of light radiated.
The children drew near, and a dialogue took place between the Lady and the eldest; the Lady invited them to come there on the 13th of each month until October.
As crianças aproximaram-se, travou-se um diálogo entre a Senhora e a mais velha, convidando-os a irem ali todos os dias 13 de cada mês até outubro.
According to the testimony of the children and of many people, there were six apparitions, all on the 13th of the month, except in August, when the apparition took place a few days later because the administrative authority* was holding the children prisoner in Ourém.
The Lady told them that her place is in heaven, entrusted them with a secret that they may reveal to no one, taught them a short prayer, recommended the recitation of the Rosary, advised Lúcia to learn to read, insisted on the need for prayer and penance for the war to end, said that Our Lord is very angry at the sins of men and above all at the sin of the flesh, ordered a chapel to be built there in her honour, and declared that she is the Lady of the Rosary...
As the crowds grew little by little to an extraordinary size, an inquiry was opened. The diocese of Leiria, canonically established that yearb, was then governed by His Eminence the Cardinal Patriarch of Lisbon*, Dom António Mendes Belo, of holy memory, and it was His Most Reverend Excellency the Archbishop of Mytilene*, today the venerable Bishop of Vila Real and then Vicar General of the Patriarchate, who ordered it.
Having come to this Diocese as its Bishop in 1920, and since we neither could nor should ignore what had happened, on 6 May 1922c we published a Provision* and appointed a Commission of Reverend Priests to hear the witnesses for and against with the fullest freedom, and to present us with a report of their work.

Two members of that Commission have already been called into the presence of God, but the rest continued their work.
Lately they presented to us a lengthy report, which we have examined with every care.
To the Rev.os Priests who formed part of that Commission we wish to place on record our thanks, singling out in a special way the Most Reverend Canon of the Patriarchal Cathedral of Lisbon and illustrious Professor of the Seminary of Santarém, Dr. Manuel Nunes Formigão Júnior, who in this Commission, as in everything connected with the worship of God and the glory of Our Lady, is truly tireless and worthy of imitation.
Having been entrusted by Holy Church with the Bishopric of Leiria, and it being our duty, as Bishop, to govern the faithful who have been entrusted to us18, and following the example of venerable Prelates in similar cases, after having attentively studied the events for 10 years, we come to give our judgement, declaring at the outset that we humbly submit our judgement to the Holy See.
Dear Diocesans:
Caros Diocesanos:
Referring to the small number of the wise, the powerful and the noble among the Christians of the primitive Church, St. Paul adds19: “the foolish things of the world hath God chosen to confound the wise; and the weak things of the world hath God chosen to confound the strong: and the base and contemptible things of the world hath God chosen, and the things that are not, to bring to nought the things that are, that no flesh should glory in his sight... for, as it is written: he that glorieth, let him glory in the Lord”.
History demonstrates these observations with facts.
A história demonstra com factos estas observações.
The Apostles, chosen by the Lord to preach the Christian doctrine throughout the world, were fishermen; St. Gregory VII, the champion of the freedom of the Church, came from a poor peasant family; St. Joan of Arc, who liberated France, and Blessed Bernadette Soubirous – the fortunate seer of Lourdes – were poor shepherdesses.

At Fátima the same is found.
Em Fátima verifica-se o mesmo.
The place chosen for the Apparitions is stony, without attraction of any kind.
Portugal is rich in beautiful landscapes, green lands, superb panoramas.
Portugal é rico de belas paisagens, terras verdejantes, panoramas soberbos.
The Cova da Iria, besides being a real hollow*, had nothing whatever to attract anyone.
The child seers are humble creatures of our hills, modestly dressed, without schooling, unable to read, with only a rudimentary religious instruction.
They are not of a nervous disposition, but affable and affectionate for all their rough country ways, fond of their families, obedient to their parents, cheerful...
No trace of self-interest or vanity can be discerned in them. They do not accept the alms or presents people want to give them. And when we decided to take into our own hands the direction of the works and of the religious movement, they honestly handed over to us the money and valuables, down to the very coins and objects, that the people in their fervour used to leave at the place of the Apparitions.
Their parents were of modest means and today they continue to live in their modest condition; they lived by their work, and by their work they continue to live. Nothing has changed in their lives after 13 years.
The children, questioned sometimes together and sometimes separately, answer with the same precision and without significant contradictions in the various interrogations, both official and private, to which they were subjected.
They are imprisoned by the representative of the administrative authority, threatened with being fried, and not even then do they retract.
Finally, the two younger ones, the brother and sister, were struck down by the pneumonic influenza* that claimed so many lives throughout the world, and died edifying deaths; and Lúcia, the only survivor, after obtaining her mother's consent, embraced the religious life freely and voluntarily, without coercion of any kind.
The circumstances that accompanied the visions must also be considered.
Since the children favoured are small, unlettered and humble, there must be proofs for us to be able to give them credence.

that was small and stunted, as the trees of those stony lands generally are; and hundreds, thousands of people whose truthfulness we cannot call into question saw a column of smoke which, in the manner of incense, enveloped the tree during the Apparitions. This phenomenon, humanly inexplicable, was repeated several times.
How it recalls the exclamation of the Song of Songs21, applied by Holy Church to the Most Holy Virgin: “Who is she that goeth up by the desert, as a pillar of smoke of aromatical spices, of myrrh and frankincense, and of all the powders of the perfumer?”
The solar phenomenon of 13 October 1917, described in the newspapers of the time, was the most marvellous and the one that made the greatest impression on those who had the good fortune to witness it.
The children had fixed in advance the day and the hour at which it was to take place. The news spread swiftly throughout Portugal, and although the weather was foul and it was raining heavily, thousands upon thousands of people gathered and, at the hour of the last Apparition, witnessed all the displays of the sun, king of the heavens, paying homage to the Queen of Heaven and earth, who is more brilliant than the sun at the height of its light22.
That phenomenon, which no astronomical observatory recorded and which was therefore not natural, was witnessed by persons of every category and social class, believers and unbelievers, journalists from the leading Portuguese dailies, and even individuals kilometres away, which demolishes any explanation in terms of collective illusion.
No one was more persecuted than Jesus, and Holy Church has suffered opposition in every century.
An innumerable multitude of Saints suffered martyrdom amid frightful torments.
St. Peter of Alcántara told St. Teresa that one of the greatest trials in this world was the one she had suffered, that is, the opposition of good people24.
The seers of Fátima were imprisoned by the authorities and threatened with being thrown into boiling oil.
It is known to all that the authorities made every effort to prohibit the pilgrimages, obstructing access, while certain journalists mocked and derided the ardent faith of the good Portuguese people.
Belief in the Apparitions withstood all the acts of violence, which in the end only served to increase religious fervour and to spread the graces and benefits that Our Lady pours out upon those who invoke her.
And let no one say that Fátima was an invention of the Clergy; for if governments, despite the force and prestige at their disposal, did not succeed in overcoming belief in Our Lady of Fátima, how could our humble Clergy, despoiled by the revolution* of all the goods that Christian piety had given to Holy Church for its support, the clergy so often persecuted and slandered, and moreover in this Diocese of Leiria, the smallest and poorest, have had the power to create the religious movement of Fátima, which today extends to the whole of Portugal and is developing consolingly in so many foreign countries?
Moreover, His Eminence the Cardinal Patriarch Dom António Mendes Belo, God rest his soul, forbade the reverend clergy to encourage or take part in any religious demonstrations relating to Fátima; we kept these wise rules for some time after we took charge of this Bishopric.
But let us return to the saying of the divine Master quoted above:
Mas voltemos à sentença do divino Mestre acima citada:
The cult of Our Lady of Fátima spread rapidly, as we have just said, both in this diocese and throughout Portugal, and today it extends to all parts of the world, not only among Catholic nations, but among Protestant and even pagan ones.
The loving and sad gaze of the Most Holy Virgin – loving us as a Mother, though saddened by our faults – is spreading over the whole earth, lifting up hearts and quickening faith.
The crowds by the thousands, from everywhere, made up of people of all social classes, coming from every corner of the country, without
publicity of any kind, without any attractions and without comforts, on the most difficult journeys, flock en masse to Fátima.
Where have crowds ever gathered as at Fátima, in the best of order, with the most profound respect?
And it is not just now and then. The movement is continuous, constant, and grows from year to year.
The voice of the people answers the voice of God.
A voz do povo responde à voz de Deus.
The poor sick come there with so many sacrifices, so many hardships!...
How many wonderful cures have taken place through the intercession of the Most Holy Virgin?
And how much resignation do the sick show, even when they have not obtained a cure for their physical ills?
And if those sick in body who go to Fátima number in the thousands, far greater is the number of the morally afflicted. Our Lady is the health of the sick and the refuge of sinners. How many hearts gone astray have found forgiveness there? How many of the indifferent and the estranged have found there the faith of their fathers?
Ah! if the confessionals of Fátima were not strictly closed by the sacramental seal – always inviolable – what prodigies of grace they would tell us!
Blessed and praised be the Mother of Mercy!
Bendita e louvada seja a Mãe de Misericórdia!
Allow us to make one more consideration.
Deixai-nos ainda fazer outra consideração.
Many of you knew the place of the Cova da Iria, deserted, arid, lifeless. You have also seen the buildings that are being put up there, which naturally require a great deal of money.
Well then: to this day no subscription has been opened, no alms have been asked, no appeal has been made, in public or in private, to the charity of the faithful.
The alms are offered spontaneously, almost all of them anonymously.
As esmolas são oferecidas espontaneamente, quase todas anónimas.
How great is the power of faith!
Como é grande a força da fé!
How prodigious is the power of the Most Holy Virgin, who draws the crowds to a bare mountain and in a few years transforms a lifeless spot into a magnificent centre of piety, into the most astonishing miracle of the religious life of our time!...
Dear Diocesans:
Caros Diocesanos:
We neither wish nor need to say more.
By virtue of the considerations set out above and others that we omit for brevity, humbly invoking the Divine Holy Spirit and trusting in the protection of Most Holy Mary, after hearing the Reverend Consultors* of this our Diocese:
Consultores desta nossa Diocese:
We are pleased
Havemos por bem
1st to declare worthy of credence the visions of the children at the Cova da Iria, parish of Fátima, of this Diocese, on the 13th of each month from May to October 1917;
1º declarar como dignas de crédito as visões das crianças na Cova da Iria, freguesia de Fátima, desta Diocese, nos dias 13 de maio a outubro de 1917;
2nd to permit officially the cult of Our Lady of Fátima.
2º permitir oficialmente o culto de Nossa Senhora de Fátima.
It remains for us, beloved Sons in Our Lord, to warn you that, if the grace the Most Holy Virgin has granted us is a great cause of joy and consolation for us, greater is the obligation to respond to her goodness.
The experience of years shows that “the eyes of God are open and His ears attentive to the prayers in this place”27, but it is necessary that by the purity of our lives, the practice of the Commandments of the Law of God, the observance of the Precepts of the Church, and respect and submission to the directives of the Apostolic See, we show ourselves wholly Catholic, for not everyone that saith: “Lord, Lord, shall enter into the kingdom of Heaven, but he that doeth the will of my Father who is in Heaven, he shall enter into the kingdom of Heaven”28.
Holy Church, referring to the Mystery of the Incarnation of the divine Word, exclaims:
O benefit worthy of eternal gratitude! God has made Himself known to us in a visible manner so that, seeing Him, we may be set aflame with love of invisible beauties!29
We recommend in a special way to our Dear Diocesans love for Our Lord in the Blessed Sacrament, devotion to the Most Holy Virgin, to St. Joseph, to the blessed souls in Purgatory, the daily recitation of at least the rosary, the shunning of the sin of the flesh, of immodest fashions and immoral reading, the practice of penance on which Jesus so insisted and of which the Virgin, Our Lady, so reminded us, and charity towards all our brethren and especially towards the sick and the poor...
If we do so, the words of the Prophet may be applied to our Fatherland: if you direct your steps well, I will dwell with you in this place: in the land that I gave to your fathers, so many centuries ago.
This our Pastoral Letter shall be sent to the Rev. Parish Priests for them to read and explain to the faithful, in the customary manner.
